Organizational Profile

China Occupational Safety and Health Association (COSHA)  

    The China Occupational Safety & Health Association (COSHA), formerly known as the Chinese Society for Science & Technology of Labor Protection (CSSTLP), is a nationwide, nongovernmental, public-spirited, professional, nonprofit organization established on a voluntary basis by OSH practitioners and entities and registered with the Chinese Ministry of Civil Affairs. COSHA is a group member of the China Science & Technology Association.

    The CSSTLP was founded in 1983 at the joint initiative of organizations including the former General Administration of Labor Affairs, the All-China Federation of Trade Unions, the Ministry of Health, the former Ministries of Coal Industry and Metallurgical Industry, the Ministry of Communications, the former Ministries of Aviation Industry, Machinery Industry, Ordnance Industry and Petroleum Industry. In March 1985, CSSTLP joined the China Academy of Science and Technology (CAST); In September 1988 it became a member of the Asia Pacific Occupational Safety & Health Organization (APOSHO). In August 1991 it registered with the Ministry of Civil Affairs. In November 2003 its name was changed to “the China Occupational Safety & Health Association”.

    The COSHA is well supported by the State Administration of Work Safety (SAWS), and COSHA secretariat is in the same building with the State Administration of Work Safety.

    Mr. Zhang Baoming, a Member of the Standing Committee of the Chinese People’s Political Consultative Conference and the former Administrator of the State Administration of Work Safety, serves as the President of the fifth COSHA Board of Directors. His predecessors include Mr. Zhang Ping, Mr. He Guang, Mr. Li Boyong and Mr. Li Peiyao.

Mission

    COSHA’s mission is to promote the science and technology progress, provide services to it’s members, the work safety and occupational safety and health workers, to business and nonprofit organizations, to the government for its decision-making, and for promotion of the national OSH undertakings as a whole, safeguard the legal rights and interests of OSH practitioners by promoting the industrial self-regulation, and protect safety and health of laborers, by complying with laws and regulations and social ethics, following “Deng Xiaoping Theory” and the “Three Represents” Theory, promoting policy, laws and regulations on occupational safety and health, seeking truth from facts, combining theories with practice, and most importantly, rallying and organizing OSH practitioners on a national scale for the purpose of building a harmonious society.

Organizing Structure 

    The National Congress of Members is the supreme authority of COSHA. The Board of Directors is the executive body of the National Congress of Members. The Board of Executive Directors exercises the functions and powers of the Board of Directors when the latter is not in session.

    Directors, Executive Directors, Vice Presidents, Presidents and Secretary-General of COSHA are elected by the National Congress of Members. The Board of Directors is comprised of representatives from relevant government agencies, industry watchdogs, trade unions, academia, COSHA branches and offices, social groups, and business and nonprofit organizations. The Board of Directors is elected for a term of 5 years.

    In COSHA, there are nine working committees, namely, the Foundation Working Committee (under preparation), the Scientific consulting Working Committee, the Science Promotion & Education Working Committee, the International Cooperation Working Committee (under preparation), the Safety Engineers Working Committee, the Policy Investigation Working Committee (under preparation), Organizing Development Working Committee, the Safety Assessment Working Committee (under preparation) and the Safe Community Working Committee (under preparation); seventeen professional committees, namely, the Management Science Committee, the Safety Engineering Education Committee ( under preparation), the Safety Economy Committee (under preparation), the System Safety Committee (under preparation), the Public Security and Emergency Response Committee( under preparation),  the Fire & Explosion Prevention Committee, the Safety Inspection and Supervision Committee (under preparation), the Personal Protection Committee, the Noise & Vibration Control Committee, the Industrial Dust Control Committee, the Industrial Poisoning Prevention Committee, the Occupational Health Committee, the Mechanical & Electrical Safety Committee, the Mine Safety and Health Committee( under preparation), the Construction Safety(under preparation),  the Water Jet Technology Committee, and the Solid Propellant Committee( under preparation); and eight sub-associations, namely, the Sub-Association for Geological Exploration Safety, the
